The Identity Malta Citizenship Agency was established in 2013 and is responsible for conducting due diligence and handling Malta citizenship and residency applications.  Identity Malta Citizenship Agency falls within the responsibility of the Ministry for Home Affairs and National Security. This government agency was established with the aim of centralizing key identity databases of all passport records, national identity records, public and land registries and other civil registries. As applicable to government agencies, the Identity Malta Agency as a body corporate has a separate legal personality. This means that the Agency is capable of entering into contracts, of suing and being sued, of acquiring, holding and disposing of any kind of property for the carrying out of its operations.

Responsibilities of Identity Malta Citizenship Agency

The mission of Identity Malta Citizenship Agency is to fulfil the functions and duties of the Public administration in aspects relating to Malta passports, Malta ID documents, Maltese work permits, Malta Residence Permits for expatriates, land registration and registration of public deeds, acts of civil status.  A core function that was launched first was responsibility for the implementation and administration of the Malta Individual Investor Programme, resulting in the issue of Malta passports to applicants under the Malta Citizenship by Investment program

The Identity Malta Citizenship Agency is established as a body corporate having a distinct legal personality and shall be capable, subject to the provisions of this Agreement, of entering into contracts, of acquiring holding and disposing of any property for the purpose of its functions of suing and being sued and of doing all such things and entering into all such transactions as are incidental or conducive to the exercise or performance of its functions under this Agreement.

The functions and responsibilities of the Agency shall be:

  • Work permits
  • Administrative matters for Expatriates in Malta.
  • Malta Passports and applications of Maltese passports.
  • Malta Identity cards and other identification documents
  • Acts of civil status
  • Land registration and registration of public deeds

Establishment of Identity Malta Citizenship Agency

The Agency was established to exercise specific acts of public administration. Its functions and duties shall relate to matters relating to citizenship, residence permits and work permits, administrative matters related to expatriates, passports, individual investment programmes for expatriates and for those persons who acquire Maltese citizenship, identity cards and other identity documents, acts of civil status, land registration and registration of public deeds. The scope of the Agency’s functions also extends to any such other matter that is ancillary, incidental or consequential to the above mentioned matters.

The Agency shall be headed by the Executive Chairperson who shall perform all the duties and functions as the Chief Executive Officer of the Identity Malta Citizenship Agency. However, its operations shall be based on an agreement between the Agency and the Permanent Secretary in the Ministry for Home Affairs and National Security.
